It’s just right there. If you don’t see Files or Tools, you probably need to reopen the sidebar here:

Here are the steps for the mobile app:
Slide the bottom bar across:
Slide it again:
And you are now at the Tools page on New Tab:
Or, follow these steps:
Click on the tiles icon:
Select New Tab:
You are now at the tools page in New Tab:
