Problem description:
After opening a help menu, if a user does not close it, when the user scrolls, the help menu does some weird positioning things

Expected behavior:

The help menu should probably stay in one place / close when a user does an action outside of it

Actual behavior:
Help menu moves up and down in unpredictable ways

Steps to reproduce:
Open help then scroll anywhere

The behavior you encountered is intended. The popover element only closes if a user clicks outside of it.

It should be static and unmoving if you scroll anywhere else

Indeed. We have experienced the same behaviour.
