Reserved VM payments will transition from Cycles

Starting February 9, Reserved VMs can only be paid for with your credit card. Your existing purchases will auto-renew and your monthly cost will not change. Make sure your credit card on file is up to date.

I saw this notification I have some answers on Feb 8 Fro Reserved VMs deployment can be paid by credit card so till 8 feb it’s free?

No, they’d currently be being paid for with cycles, and after Feb 9th they’ll just use your credit card directly instead.

But cycles option change into dollars

Last I checked, it actually charged cycles. If it’s not doing that for you, then you probably won’t see any changes regardless.
