I have a problem about adding new people to the team. My team admin was be able to add new people to the team before. but now, My team admin can’t find the button “Manage a team member”. So, He can’t add new people to the team any more. Is the any new policy change about this?

This sounds like a similar issue to Manage team button not showing up - #27 by Dav as it may be that your team admin hasn’t been verified. Can you ask them to contact Replit support to check?
You can do this by clicking on the ? help button bottom left of any Repl and selecting Contact Support
