Move Account Issues to direct email, not the forum

Most of the times we would just say “contact support@replit.com” because they are asking for something related to their billing, cycles, plan, etc and not something that we can help.
Also, this is categorized under Feature Requests, messing up the entire forum structure if this gets out of hand.

Replit staff already knows about this and are looking into why people are being sent here for billing issues
