Deleted bounties are still listed and useable

Problem description:
When a bounty is deleted it is still visible and cannot be deleted again. Applicants may still message you and you may still accept them.

Expected behavior:
The bounty is removed.

Actual behavior:
The bounty is still there and fully functional although cycles are refunded.

Steps to reproduce:

  1. Create bounty
  2. Wait for applicants
  3. Message an applicant
  4. Delete the bounty, get all cycles refunded
  5. Bounty is still fully functional

I believe the visibility is intentional however messaging may be a bug.

Let this also be known that when a bounty is finished you can still message the Hunter and you can message an abandoned Hunter if you haven’t chosen someone else yet.
