Every bounty I apply to it the proposal that I’ve wrote needs to review and the review process takes up to 12 hours and this make me lose bounty

If I’m understanding your post correctly you are saying that the review process (which takes around 12 hours) after you apply for a bounty means that you miss out on being accepted for the bounty.
