When I try to create a new bounty, with date 29-99-9999 it errors out

Problem description:
An error occurred when I attempted to create a new bounty with a start date of 29-99-9999🤯.
After attempting to create a new bounty, the system displayed an error 500 message.
The validation process is not functioning correctly.

Steps to reproduce:
Do the above and hit the return key
