When editing custom theme colors, they scroll over other elements

Problem description:
Editing theme colors covers other elements when you scroll.

Expected behaviors:
It would be expected that you scroll down that the page would continue and extend.

Actual behavior:
The page size stays the same, and the color pickers for editing the theme scroll on top of all.of the other elements, with exception to the theme preview, which the color pickers go underneath.

Steps to reproduce:
Scroll on an iPad when editing the colors of a custom theme.

When on smaller screens (>1025px), some elements will scroll over the color pickers.
