I am unable to download an entire Repl as a zip. When I click the “download as ZIP” button, it takes me to a 404 url not found page.

Add the end of your repl’s link, add .zip to download it.
If you are trying to download a repl from a team, it won’t work (unless you created the team).

Same with a Repl you are invited to, only the creator can see and edit these kinds of things.
