The "Create Extension" button does not have a hover state

Problem description:
The “Create Extension” button that appears when you click the arrow next to the “Create Repl” button does not have a hover state.

Expected behavior:
When you hover over the “Create Extension” button, it should change background color, border color, or something else to show that it is being hovered.

Actual behavior:
When you hover over the “Create Extension” button, none of its styles change.

Steps to reproduce:

  1. Click on the dash or arrow next to the “Create Repl” button.

  1. Hover over the “Create Extension” button that appears. You should see that there is no hover effect for the button.
