Settings tabs aren't keyboard-friendly

Problem description:
I have a sudden urge to not want to use my mouse.

I enter the Settings pane to edit some keyboard shortcuts.

I use Tab in attempt to navigate between Editor Preferences and Keyboard Shortcuts.

The tabs aren’t keyboard friendly.

I put in a lot of effort to pick up my hand and place it on my mouse ten inches away.

Expected behavior:
I should be able to tab between tabs in the Settings pane with the keyboard.

Actual behavior:
The tab that isn’t selected doesn’t get highlighted/focused.

Steps to reproduce:

  1. Enter Settings pane
  2. Tab key
  3. Selects the “Editor Preferences” tab
  4. Tab again
  5. Keyboard Shortcuts tab doesn’t get focused

Sorry for the late response on this. Most tabs in our UI use the arrow keys for navigation as opposed to Tab.
