"Organization Limit Reached" error with no organizations created

Problem description:

I’m attempting to create a Teams for Education Team for the Web Application Lessons and activities for my High School CS Club (im migrating the club’s main IDE from VS Code to Replit), but for some reason I keep on getting “Organization limit reached” even though I don’t have any other Organizations created:

Expected behavior:

I should be able to create a Organization without issue.

Actual behavior:

I get the “Organization limit reached” error even though I don’t have any other organizations created.

Steps to reproduce:

I doubt this will reproduce for anyone else, but all I did was attempt to create an organization like shown in the screenshot above.

This is because we have a rate limit on the number of team orgs you can create in a certain time period. We do this to prevent abuse or undue resource usage.
