Make clear when to use code vs replit help

Many people post in #help instead of in #code-help with a tag for the language. We should change the ‘Replit Help’ description to

Get help on how to use replit features from fellow community members. Please use #code-help instead for help with code

And in #code-help description, we could make it clear to add the correct tags and subcategories

I do agree with this. I did forget to mention that this may be solved with the category reorganization if #help becomes a sub cat of a general help cat.
