How to Access Web View?

In some example repls, there is a Web View panel open by default.

I cannot figure out how to open the WebView panel in a new blank repl, or re-open the panel if the panel is ever closed in a repl that had one by default.

How can I open / re-open the Web View?

first of all, make sure the repl is an web app and/or is listening to http.
if you closed the webview, try reloading the page.
