First of all, find that person you want to pm
And then, click on their username/profile pic
You should see this
Click message and you can PM someone now

Although you need TL1+ to be able to PM

Side note, how do I know my TL?
You can go to your profile and view your Trust Level their.
Basic member = TL1
Member = TL2
Regular = TL3
Leader = TL4
