I have an uptime kuma hosted on replit but one day it just crashed and never came back it said

But that is not in the Terms of service: Prohibited Actions, Prohibited Content so they did not say that you can’t run those kind of programs on their server
No. Replit isn’t trying to get rid of pingers.
