Force posters (and hopfuly hunters) to leave a comment when reviewing

Describe your feature request
When somebody reviews somebody else they should be forced to leave a comment for the future and for themselves so they can improve.

What problem(s) would this feature solve?
People get a low rating and there being no comment so you have no idea what you did wrong.

Explain what you were trying to do when you came across the problem leading to this feature request
I got a low rating (part of it was deserved) there was no comment so I had no context on parts of the rating where I think it should of been higher

Definitely a good idea, I got one rating that’s 4/5,5/5,5/5, and I have no idea why the poster randomly deducted one from communication (ruining my perfect 5/5,5/5,5/5 still got 4.9 * rating)
