Desktop: Window controls hide pane menu

Bug description:
When a panel in the desktop app is maximized, I have to access the pane context menu (…) via a keyboard shortcut (Ctrl+J).

Expected vs Current Behavior:
The pane context menu should move to the left then the pane is maximized, like the profile icon does.
Instead, the window controls (maximize, minimize, close) cover the pane context menu.

Steps to reproduce:
Panel > … > Maximize or double-click on the pane bar.
