Can't add payment method - any card is always declined

Problem description

When I try to add a payment method so that I can choose a deployment plan, my cards always get declined. Even it has sufficient fund and can use it to other online merchants like Amazon, Apple, etc.

Expected behavior

it should accept my card as my payment method

Actual behavior

it declines any credit card even it has sufficient funds.

Steps to reproduce

  • clicked on Add payment method from the Deployment panel
  • enter credit cand information, name, email address
  • select Philippines from the country dropdown field
  • clicked on Save payment method button
