Cannot add teammate, no subscription on account error

Problem description:
Team admin user cannot add additional team member

Expected behavior:
User should have the ability to add another user to the team, and if there are no subscriptions associated with the user, they should be led through a path to add one

Actual behavior:

Steps to reproduce:
This user was past due on an invoice and just paid (so perhaps it’s a timing issue with how the account’s payment processes and updates behind the scenes?)
