Boosted vCPUs are usually not up

I paid for 16 vCPUs but usually it only shows up as 1.6 to 2 vCPUs available:

Try running kill 1 in the shell to force a repl reboot

Not great because it kills a long-running program. I ended up switching to GPU for this computation which solved the problem, but still for 16 vCPUs there is just 44% utilization, so I fear if there’s any computationally expensive CPU operations I can’t rely on my boosted Repl vCPU resources to robustly work for it.
